Sector/CC: Livelihoods and Food Security-Puntland Somalia 1) Introduction and background

Norwegian refugee council (NRC) is implementing UNICEF funded integrated Livelihoods & Wash project in Mudug region titled as “Enhancing Resilience of Communities in Xarfo and Galdogob Districts through Improved Water Supply, Sanitation, Adoption of Good Hygiene and Increased Sustainable Livelihood Opportunities. NRC intends to conduct a Market Assessment to map the market system and identify market opportunities for potential Income generating activities (IGA) and business support opportunities.

All identified beneficiaries will receive technical, financial, business management and life skills training. After the trainings, beneficiaries will receive conditional cash transfer to establish business livelihood opportunities.

In tandem, NRC is implementing a Norwegian Ministry of Foreign Affairs (NMFA) funded Livelihood project in Mudug region for improving access to food and livelihood opportunities for displacement-affected and poor host communities in Harfo and Galdogob districts in Mudug region through training and provision of grants for establishment of small businesses. The project will help in targeting total of 80 ultra-poor women beneficiaries with provision of business support grants. We understand that Providing meaningful livelihood opportunities to IDPs, returnees and host communities, especially women and youth who already experience high levels of unemployment, is a critical part of durable solutions to support vulnerable populations to make the transition from assistance to self-reliance and also for help them in (re)integration.

2)  Labour Market Assessment Objective

The objective of the assessment is to provide information to the IGA beneficiaries and guide their selection of viable business opportunities. The study will help to identify barriers in accessing the opportunities and suggest ways of overcoming them. More specifically, the study will:

Provide analysis of the different types of business available currently and those that could be created in the near future, identifying the maturity duration of each type of business.

Identify the barriers to accessing IGA opportunities and suggest ways of overcoming them, focusing on key success factors for the different types of businesses and the startup requirements.

To provide Business management including financial management and life skills training to targeted poor households including IDPs and marginalized groups in order to achieve significant diversification and economic growth of households Determine if the existing vendors/retailers/business have the capacity to provide materials/inputs of sufficient quality and quantity to meet the need of the beneficiaries.

Methodology:

A detailed methodology will indicate how the assessment aims and objectives will be met.

Define the assessment methodology and develop data collection tools

Review of relevant material held by NRC, including baseline and household survey reports

Collect data on existing business opportunities, taking into account their growth potential

Identify constraints/challenges to starting up small businesses and provide recommendations on how to overcome them

Assess capacity of a representative sample of retailers and wholesalers in the target beneficiaries’ locations.

Meet with key stakeholders in the target area

Deliverables:

Deliverables should include the following:

An inception report, including: planned timeline and work plan, literature review of all relevant secondary sources, detailed methodology / approach, planned stakeholders to be consulted and sampling framework, data collection and analysis tools, qualitative and quantitative protocols for data collection and analysis

Mapping of local suppliers and retailers

Brief presentation of preliminary findings

Cleaned dataset

Submit draft survey report

Final comprehensive report,

High resolution pictures (field activity snapshots)

Draft report written in English

5)  Sample Design

Sampling of the beneficiaries will be done area wise once the specific areas are identified within the focused districts (Program team will share).

6)  Tools Finalization:

Questionnaires will be developed by M+E team and consultant and then will be shared with Program team for feedback and finalization.

Role of Norwegian Refugee Council; NRC will provide help in the following areas:

–   Technical support where needed.

–   Facilitate process of finalization of tools /methods for the study.

– Help in coordination with the line ministries and local authorities for approval & facilitation of the survey

–   Help in hiring the enumerators, if requested.

– Will monitoring ongoing activities in the field. Specially training of the enumerators and data collection by the consultant

–   Provide feedback for improvement in draft report.

– Make payments against level of efforts in accordance with the above-mentioned schedule.

Implementation arrangements

Consultant will work under the guidance and direct supervision of the Livelihood & Security Specialist and will report to the Puntland Area Manager.

10. Application procedure and requirement:

Candidates interested in the position are expected to provide following documentation:

A technical proposal with detailed response to the TORs, with specific focus on the scope of work, methodology to be used and key selection criteria for respondents.

Initial work plan based on methodology outlined, and indication of availability

A financial proposal detailing the daily rate expected and other mode of payment

Company profile or CV including a minimum of three references

Detailed budget breakdown based on expected daily rates

The whole exercise including report writing should be completed within 30 days of award of the contract.
