Terms of Reference – (TOR) to engage a consultant to undertake Teachers in Crisis Context Trainings and Education in Emergency Preparedness and Respon


CARE International works with the most vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal of reducing poverty by empowering women, enhancing access to resources and services, and improving governance. CARE actively works in an emergency providing a wide range of life-saving assistance in the thematic areas of Food security /Livelihoods (mainly Cash and Voucher Assistance), Nutrition, Health, Water, Sanitation and Hygiene (WASH), and Education in Emergency and Protection.

CARE Somalia is currently implementing an ECHO-funded Consortium-based Education in Emergency (EiE) project, named; Expanded Emergency in Education Support for Disaster Affected Children in Somalia/land (EESDAC). The project is jointly undertaken with Mercy Corps and Daryel Bulsho Guud (DBG) as partners. The project covers 18 districts in the region of Sool, Sanaag, Bari, Nugal, Mudug, Galgadud and Benadir, which were considered among the worst drought and conflict-affected areas in the country. The project targets a total of 51,200 beneficiaries of which 50,000 are school-aged children of age 5-18 years and 1,200 are adult education stakeholders consisting of teachers, Community Education Committees, and officials from the Ministry of Education, especially at the State level where the project is being implemented. The project will provide capacity-building support to the community education committee (CEC), District Education Office, and to the recruited teachers in formal and non-formal learning centers through the provision of critical teaching materials and training on Teachers in Crisis Context training. The teachers will be trained by the government-run Teacher Training Institutes (TTIs) in Somalia located in Somaliland, Puntland, Galmudug, and Banadir.

Background on Teachers in Crisis Contexts (TiCC) Training Pack and Education in Emergency Preparedness and Response

The Teachers in Crisis Contexts (TiCC) training, developed by the Teachers in Crisis Contexts Collaborative (TICC) in 2016, is an inter-agency, open-source training pack designed to build basic teaching competencies for teachers. The training pack is comprised of a short Introductory Training Pack, and four Core Modules, that go into more depth and support teacher professional development over time. The TiCC Training builds basic teaching competencies for unqualified or under-qualified teachers, who are often recruited to teach in emergency settings (e.g., refugee/IDP camps, conflict-affected areas, post-natural disasters, and/or with highly vulnerable populations). The materials can also be used with qualified teachers who require refresher training or support in critical areas and who find themselves now teaching in crisis-affected environments. The training responds to a critical gap that provides coverage of foundational knowledge and skills required by teachers in crisis contexts, where teacher training is often limited to ad hoc workshops.

Access to education is a basic right regardless of any context. Education provides knowledge and skills that support community resilience, facilitate living with dignity, and lay the foundation for future access to

meaningful work. However, the benefits of delivering education during a humanitarian crisis are important and can facilitate efficient recovery. Delivering education in emergencies is not about building schools it is about providing children with continued opportunities for formal and non-formal learning and development. Recent education sector analysis findings have shown that critical capacity deficits exist among ministry personnel in EiE preparedness and response. This training is expected to strengthen the capacity of the Ministry of Education personnel, both at the Federal and State levels, to improve emergency preparedness and to manage and support EiE responses. Thus, the training will focus on areas of preparedness planning, INEE minimum standards, assessments and mapping, contingency planning, and general emergency preparedness, among others.

Purpose of the Training

CARE is keen to provide (i) TiCC training to selected Ministry of Education college tutors drawn from teacher education colleges in Somaliland, Puntland, Galmudug and Banadir. The Training will build basic teaching competencies for the tutors on four core TiCC modules, developed around a simplified set of teacher competencies. The training will be aimed at supporting tutors’ understanding and mastery of the TiCC modules. Also (ii), CARE will also train the Ministry of Education officials at the State level on Education in Emergency Preparedness and Response in line with INEE standards. Both trainings were strategically informed by technical gaps noted during the project implementation as follows:

  • Lack of adequate understanding and knowledge of the component of TiCC was observed as a major weakness among the local college tutors responsible for training the project-supported teachers on TiCC module, in all three target States of the project. To strengthen the implementation of TiCC training module for teachers, it was strategically recommended the project hires a consultant who is a specialist in TiCC modules to train the local college tutors as ToTs so they can in turn train the teachers targeted by the project to support.
  • The Somalia Education Sector Strategic Plan 2022 observed that the Ministry of Education both at the State and Federal levels are faced with a technical gap in Education in Emergency and there is a need to capacity build the Ministry officials on the component EIE preparedness and response. As forefront players in Education service provision and understanding the context of Somalia where disasters that affect the Education sectors are persistent, it is imperative the Ministry officials have the knowledge to implement EiE response. The project will therefore provide capacity-building support by training the State MoE officials, head teachers, and local partners on EIE preparedness and responses. These trainings will be done in partnership with the State MoE and Education Cluster at the State and regional level in the project target areas.

Scope of Work:

The training content will be based on the Teachers in Crisis Context training pack and INEE Minimum Standards for Education: Preparedness, Response, Recovery contextualized for Somali teachers and is envisaged to cover the following modules:

The approach of the training should generally be based on principles of adult learning and employ a variety of effective training methodologies. These include the following methodologies suggested in the TiCC training module:

  • Reflect and Revisit: draw upon participants existing knowledge and previous training
  • Learn: introduce new material, concept/content.
  • Practice: give participants multiple opportunities to practice using what they are learning during the training.
  • Planning and Action: provide an opportunity for participants to plan how they can apply their skills to their classroom.
  • Assess: provide time for participants to complete a self-assessment on how well they currently use skills from the training and to create a plan to develop these skills, using the Skills and Strategies handout. Participants will continue to refer to this handout after the training to reflect and collaborate.

In addition, the consultant is expected to review and contextualize (where needed) the training modules and all materials used in the Somali context. The consultant should also give a wide range of reference materials to participants for further reading.

Duration of the Assignment:

The assignment is proposed to be completed in 30 days in all four (4) locations inclusive of travel, and report writing. The assignment is expected to take place in December 2022.


The Consultant will be required to submit the following deliverables to the EIE consortium coordinator:

  1. Inception Report and training plan to be approved by CARE
  2. Revised training outline and materials to be used.
  3. Deliver the training in Somaliland, Puntland, Galmudug, and Mogadishu teacher training college tutors.
  4. Prepare comprehensive training reports with an evaluation and lessons learned for future interventions.
  5. Present the training report to CARE and the consortium members.

Responsibilities of CARE:

  • Provide project documents and any other material relevant to the training
  • Provide consultancy fee for the task.
  • Provide transport during the engagement and while undertaking activities on the assignment.
  • Provide accommodation.
  • Identification of project locations to be visited and mobilization of key stakeholders for the training

Responsibilities of the Consultant:

  • The consultant is expected to review the training modules and prepare a revised training agenda.
  • The consultant will be expected to prepare/submit a quality and detailed training report to EIE Consortium Coordinator.
  • Engage with key staff/KII to generate adequate information relevant to the assignment.
  • Make field visits to project locations and conduct the training
  • Share revised and appropriate context appropriate TICC pack and emergency preparedness and response and contingency plans separately for the respective regions
  • Develop and share comprehensive report on the assigned tasks on time.

Qualifications for the Consultant:

  • Master’s degree in Education or other related social science with experience in Education programming in humanitarian/development settings.
  • Working experience in the TICC approach or similar approaches
  • Extensive experience in delivering similar training and developing training manuals for teachers in Somalia
  • Experience in working in Education programs in Somalia.
  • Good facilitation and report writing skills
  • Working experience in conflict and gender-sensitive programming.
  • A high degree of integrity and professional responsibility.
  • Flexibility, patience, and ability to work under pressure in challenging contextual circumstances and working with tight deadlines.
  • Ability to work independently and at times with little supervision.
  • Excellent communication skills (both written and oral English skills). Working knowledge of the Somali language is an added advantage.
  • Strong computer literacy.
  • Capacity and willingness to travel to/ within Somalia.
