1.0 Context Background

Somaliland has been enduring humanitarian crises due to protracted instability from violence, lack of good governance and in addition to adverse climatic conditions; access to basic services such as health, education, water, food, and other necessities remains limited. 73% of the population lives below the poverty line with less than a dollar per day. The majority of the people are nomadic pastoralists with livestock keeping as the primary source of livelihood. The land is largely dry and arid and thus food production level is low and limited to only a few areas.

Odweyne and Baki districts are largely agro pastoral with the majority of people rearing camel, goats and sheep which all depend on pasture. The cyclical nature and frequency of recurrent droughts experienced in the target location have diminished the ability of households and communities to bounce back from its negative effects. As the population’s resilience decreases, the most vulnerable members of the communities engage in negative coping strategies (such as cutting down of trees and vegetation for charcoal production) that are highly destructive to their natural environments. Consequently, lands are denuded and they eventually lose their productive capacities and qualities. The loss of these assets renders farmers and pastoralists more vulnerable, and their ability to cope when the next drought is very limited. The current drought has worsened the already dire situation with moderate to severe drought conditions prevailing. WV Somalia is currently piloting Farmer Managed Natural Regeneration (FMNR) in Odweyne district but there is need to replicate, upscale and expand these interventions to holistically address food security and livelihood needs in Togdheer and Awdal regions.

Farmer Managed Natural Regeneration (FMNR), the natural solution to climate change, empowers communities who are suffering from the effects of degraded land and climate change. Land degradation contributes to Climate change, which in turn exacerbates the impact land degradation on communities. Communities affected by climate change suffer from loss of soil fertility and soil erosion, failed crops, starving livestock, droughts, flooding, and a loss of biodiversity and poverty. Many of these communities feel powerless and are faced with having to leave their land because it can no longer support them, and they can no longer thrive there.

2.0 Project Summary

World Vision International is a relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice, promote development and resilience.

World Vision is committed to regreening communities through FMNR. FMNR is an amazing technique that allows communities to regenerate their farmland, forests and animal grazing land. The FMNR technique is very simple and involves regenerating trees from tree stumps that are still alive, or actively managing new trees starting to grow from wild seedlings. Through FMNR communities can restore their tree cover, which leads to increased carbon in the landscape (could just say soil but that would then be ignoring above ground carbon) improving soil fertility, more crops higher yields, more and better animal fodder, increased firewood availability, more income and a better quality of life.

Through its Resilience and Livelihood, with support from EU, World Vision is currently implementing a project known as Reversing Land Degradation in Africa by Scaling-up Evergreen Agriculture – Regreening Africa.

The overall objective of the project is to improve livelihoods, food security, and resilience of small-holder farmers to climate change shocks in Somaliland and restore ecosystem services particularly through evergreen agriculture. The Regreening project is directly implemented in 17 villages at two districts of Baki (Awdal region) and Odwaine (Daadmadheedh regions), Somaliland.

The project intends to reverse the degraded lands through direct scaling and leverage work at the community level that will enable 10,153 smallholder’s farmers/pastoralist households to adopt Evergreen Agriculture/Farmer Managed Natural Regeneration (EVA/FMNR) practices on an area of 6,600 Hectares.

3.0 Overall Purpose

This Terms of Reference (ToR) has been prepared to commission the services of a highly competent Videography/Photography consultancy service to prepare video footage and high-resolution photos with stories of this project.

The purpose of this assignment is to highlight the project, particularly FMNR related activities, Establishment of nursery sites, Tree planting, Farmer groups and what they learnt on good agriculture practices, FMNR Champions and what they learnt in FMNR techniques and activities such as pruning of trees and soil and water conservation, Farmer business groups that were formed and trained on fodder production and pasture management as well as fodder value chains, and impact to community as a whole.

The content will be shared with local media (TV and radio) for local community awareness, stakeholders (Ministry of Agriculture Development and Ministry of Environment & Rural Development, as well as shared with donors and World Vision partnership. It will be used to show success externally at a local and global audience as well as on various communication platforms including digital media channels. The consultant, cognisant of various target audiences, every content collected should observe sensitivities.

4.0 Objectives

5.0 Scope of Work:

The consultant will travel to the project locations including Odweyne district and Baki district but also Golis mountains of Sheikh district in Somaliland and document photos, video stories and success stories on the project interventions that show change with specific focus on impact of livelihoods intervention to community. This will particularly highlight key project achievements including showing evidence on impact of the project to the community.

In close collaboration with the Senior Communications Manager, Livelihood Project Manager, Communications coordinator/officer and the Area Manager, the consultant in line with principles of the TOR will:

Visit projects and document photos, capture key voices/stories and messages to show impact of the livelihoods project. Impact stories of success showing how a family’s

(especially child) life changed after World Vision FMNR work took place. Impact Stories” should focus on the impact of our work in the field in three layers; Individual/Family, Community and the Bigger picture.

Collect B-Rolls to be used to develop various cuts of video and photo stories

Edit photos/video professionally with English language and sub titles as required

Present the rough cut of videos to the Communication Unit and project Coordination team for feedback, adjustments and approval

Selection of a range of high-resolution photographs (about 30) and provision of detailed captions.

Revise the content based on input by communications unit and programmes coordination team and adjustments by approver (Senior Communications Manager and Project Manager)

Submit of revised and finalised video, story and well-captioned photographs.

Submission of all the raw footage

6.0 Deliverables/Outputs:

A script in English with key messages of the video aligned to objectives and goal of project. Video script for 15-minute documentary including inputs from all key project stakeholders. This will be broadcast in TV program and radio to highlight project overview and impact.

Develop the storyboard of the documentary

At least 2 high resolution 2 to 3 minutes short video, final for use and editable versions for socio use (square and portrait), including where relevant associated files (e.g., music, audio – for which copyright has been granted, graphics, captions, translations, timesheets etc). Any non-WV resources must have the proper copyright approvals.

B-roll not more than 5 minutes that covers context including landscape, programmatic/ sector and impact.

High resolution edited and refined minimum 30 photos in Jpeg with clear captions including full metadata (who, where, what, when) for use in various communications and marketing purposes. A range of portrait and landscape images. Include wide shots and close ups

A cover image that will be used in a vertical orientation, preferably with children. Images in both small and large scale to best reveal the real situation of the story (close-up, wide shot, extreme wide shot)

All raw footage will be submitted to World Vision Communication Team

Finalised video, story, photo content approved by Senior Communication Manager and Livelihood Project Manager. Finalised 15-minute video documentary with Somali and English subtitles.

Translations of all interviews, time coding, shot-listing and editing very well done

Additional material may be requested and if necessary

As background information, the consultant will be provided with key summary information about the project and achievements.

7.0 Ethical Requirements/ Child Protection Behaviour Protocols:

Engage in the field and with staff and communities in ways that abide by WV’s security, child protection and behavioural protocols.

Video, interviews for the videos and photo taking is not usually an issue in Somaliland but as a precaution, an informed consent form is to be signed by each person exclusively interviewed or documented.

World Vision will provide guidance on consent-verification approach to be followed for capturing images of children and on the child-safeguarding principles that the consultants will have to abide to.

Common events such as focus group discussions, meetings, distributions also need consent forms if we are documenting information that will be used to external audience.

8.0 Branding / Copyright and Intellectual properties:

Copyright solely belongs to World Vision; therefore, all productions and written content will be purely World Vision property

All products must be in line with World Vision branding guideline. Any other logo allowed, must be approved by World Vision Senior Communications Manager

9.0 Evaluation Criteria

9.1 Mandatory Requirements

Provide a certified copy of a certificate of business registration, Certificate of incorporation, business license or similar document (Companies/Organizations)

Provide a certified copy of tax registration, tax clearance certificates or similar documents (Companies/Organization)

Individual tax registration documents (for individual consultants)

Provide information on ownership structure (Name of directors of the company / Owner) (Companies/Organization)

Provide last two years of audited financial statements or tax filing, or similar documents (Companies/Organization)

Provide references from previous clients for similar works.

9.2 Technical Evaluation by a Technical Team

Applicants will need to have the following experiences and qualifications – as detailed in their

Technical Proposal (CV and Portfolio) that are submitted as part of the application:

9.2.1 Desired Expertise and Qualifications:

A. The individual consultant/s should have the following knowledge and experience:

Extensive experience at least five years in producing documentaries, 30 sec to 4 minute short-format films, professional photography and videography in similar jobs with donors’ entities and humanitarian aid agencies in fragile context

Proof of experience (portfolio) should be submitted with application to bid.

Using innovative communication techniques and tools in conducting its work.

Ability to express clearly and concisely ideas and concepts through photo shooting and video development.

Very good knowledge of current developments and practices in communication including digital media, indigenous media, community organization and participation

Proven ability to work in a multicultural environment in similar context.

Technical Equipment requirements:

Broadcast quality full HD video

Professional and high-quality sound recording, lapel mic should be used for interviews

High quality cameras not less than 720pixels

Works with Premier Pro Editing software and equipment

Use of gimbal for stable footage

Adequate lighting set where necessary

Competencies:

Excellent planning and organizational skills.

Proven ability to meet deadlines.

Able to work effectively with World Vision or like-minded humanitarian aid agencies

Able to work in a culturally diverse environment.

9.3 Financial Evaluation

A financial proposal with a detailed breakdown of costs for the study quoted in USD. Applicable tax amount must be clearly stipulated and separated from the base costs.

Team composition and level of effort of each proposed team member (include detailed CVs of

A financial proposal budget with a detailed breakdown of costs quoted in United States Dollars.
