Terms of Reference for The Development of Minimum Standard Framework for All Education Sub-Sectors of Puntland, Somalia.
CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders, and local authorities in order to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program, which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political, and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a more significant role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development,and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict in Puntland, Mogadishu, Lower Juba, and Galmudug state.
Waxbarashadu Waa Iftiin III – Education is light CARE Somali is a project implemented by a consortium of partners (CARE and Save the Children) in collaboration with the Puntland Ministry of Education and funded by the European Union. The overall objective of this project is to improve the educational attainment and the employability of relevant target groups, contributing to poverty reduction within an increasingly peaceful, secure, and democratic Somalia. The specific objective aims to consolidate and expand; (i) Equitable and inclusive quality education for Somali children, youth and adults, and (ii) vocational training opportunities for Somali youth and adults. Both the overall objective and the specific objective will be realized through two results: (1) Increased access to quality education and training for all children, youth and adults including vulnerable groups, and (2) Strengthened public systems for effective education service delivery’. The project will be implemented in Bari, Cayn, Gardafuu, Hayland, Karkaar, Mudug, Nugal, Sanaag and Soolregions
The project results are as follows;
Result 1: Increased access to quality education and training for all children, youth and adults including vulnerable groups
An essential activity under result 2 is activity 1.26 which is the development of minimum standard framework for all education sub-sectors in Puntland.
Result 2: Strengthened public systems for effective education service delivery.
Scope of the assignment
The consultant shall ensure the completion of the development of the minimum standards for primary, secondary, ABE, and NFE frameworks in accordance with the terms and conditions of this consultancy contract. The consultant will work closely with CARE and in particular the MOEHE who will lead the process of development and implementation of minimum standards for primary, secondary, ABE, and NFE frameworks to ensure quality education in all education sub sector. The MOECHE will lead in all aspects of the consultancy – including planning, consultations, and writing of the curriculum – for purposes of meeting the required minimum quality standards. The consultant will work closely with the MOEHE sector technical leads both at the regional level and the district levels (REOs, DEOs) who will provide awareness and ensure compliance with the minimum standards framework once effected under this action.
Robust minimum standards for primary, secondary, ABE, and NFE frameworksdeveloped and guiding the education sector and non-governmental agencies implementing education programmes in Puntland. The pupils are achieving the standard before being promoted to the next grade as well as health and safety, child protection requirements, and consumer protections in schools.
The overall objective of the consultancy assignment is to develop the minimum standards for primary, secondary, ABE, and NFE frameworks for the Puntland State of Somalia. The framework will also guide education providers implementing education programmesin Puntland. The starndards will guide pupils promotion to the next grade as well as govern minimum health and safety requirements for schools, child protection requirements, and consumer protections for the private sector. As such learners will benefit from improved grading and promotion, health and safety, child protection, and consumer protections in schools.
The development of the minimum standards for primary, secondary, ABE, and NFE frameworkswill ensure education providers implementing education programmes are properly guided and delivering quality learning under a safer environment for learners. Below are some of the specific objectives of the assignment.
The duties and responsibilities of the consultant will include the following:
Overall, the consultant will be expected todeliver the following to CARE Puntland and Puntland MOEHE in soft and hard copies
The contract will be awarded based on the consultant‘s past experience conducting similar assignments and their proposed budgets. The award committee set for this activity, and which comprise of CARE and MoEHE, will determine the suitability of the consultant for the tasksassigned.
The duration of the contract will be 21 days from the date of signing the agreement. Both registered organisations and individuals are encouraged to apply.
The consultant will develop the minimum standard frameworks within a period of 21 days.The consultants’ fees are milestone–based and shall be structured in the following manner.
