1.0 Organizational Context

The Response Innovation Lab’s role is innovation on the ground in humanitarian contexts – real time solving of problems in large-scale humanitarian emergencies and protracted crises such as earthquakes, typhoons, civil war and unrest. Similar to business, there are problems, both simple and complex, that are often only visible on the ground.

Our aim is to complement the traditional humanitarian system by adapting interventions and methods of humanitarian operations to more effectively meet the needs of populations affected by crisis. The RIL develops, tests and rolls out proven concepts that overcome context-specific problems or barriers to aid delivery and community recovery. On the ground amongst humanitarian agencies, innovations will work toward reducing the suffering of those affected by crisis and help communities to recover faster and build back better.

The Response Innovation Lab (RIL) is an interagency global partnership, whose original founding members include World Vision, Oxfam, Save the Children, Civic George Washington University that operates in Iraq, Jordan, Uganda, Puerto Rico, Somalia, South Sudan and Yemen. The RIL is hosted under the SomReP consortium (lead by World Vision) in Somalia.

2.0 Project Overview

One of the RIL’s core tools is the ecosystem mapping which enable us to gather and shared useful information to support innovation and collaborative partnerships in a humanitarian setting.

The ecosystem mapping tools are an output of the RIL’s approach. Convening all stakeholders involved in the response is the first action the RIL takes. In doing so, the intent is to understand and build the Ecosystem surround the response. Through the convening, an Ecosystem Map is produced that highlights who all the stakeholders are, where and how they work. The Ecosystem then works together to identify current challenges that are affecting the population the most, and how and if they overlap with other challenges – we call this the Challenge Map.

In Somalia, the first mapping tool produced was a (1) Local Ecosystem Directory: https://somrep.org/ecosystem/

The Directory tools first pioneered in Somalia has now been adopted by other RIL labs in Uganda, Iraq, South Sudan (and soon Yemen).

Another mapping tool developed in Somalia was the (2) Dynamic Relationship Mapping: https://www.kumu.io/sdri/somalia

The relationship mapping provided great insights on how different actors were connected (i.e. who is funding what organization, and what products/services do they produce).

The next main mapping tool led by Somalia was to use a sub-set of our data specifically on start-ups, and in partnership with the global mapping platform from Startup Blink, we were able to include Somalia in their (3) Global Startup Ranking (for 2020, and 2021): https://www.startupblink.com/startups/somalia

All of these mapping tools pioneered in Somalia have been adopted by other RIL initiatives, and it has helped the SomRIL (and by extension the SomReP and WV Somalia) play a ecosystem building role / thought leadership role in Somalia and within the WV partnership.

With the launching of the initial mapping tools, there was always the plan to eventually move to a phase 2 and expand on the mapping features for Somalia (and have it scaleable beyond Somalia). With a couple years of having these tools out in the open, we first need to spend some time to strategically think through what is the best next steps for the mapping.

3.0 Scope of Work

3.1 Objective

To explore and define the opportunity for the next iteration of the RIL’s ecosystem mapping.

3.2 Expected Outcomes (Key Results Expected / Key Deliverables)

· Define the profiles of the current end users of the ecosystem mapping tools.

· Recommendations to meet the needs of the current end users.

· Define the profiles of new potential end users of the ecosystem mapping tools.

· Recommendations to meet the needs of new potential end users.

3.3 Activities

· Workshops.

· User interviews.

· Reporting and recommendations.

4.0 Project Timeline

The expected timeline is 10-15 days (spread out over 2 months).

5.0 Ethical Requirements

World Vision will provide guidance on how any potential visuals depicts people to ensure child-safeguarding principles that the consultants will have to abide by.

6.0 Branding (where applicable)

· Copyright solely belongs to RIL (and World Vision); therefore, all productions and written content will be purely RIL property.

· RIL and donor logo and any other logo allowed the coordination team can appear on productions.

· Any of the content produced during this project cannot be re-used for another purpose without RIL’s permission.

· All outputs will be provided and should have logos as agreed with coordination team.

7.0 Evaluation Criteria

7.1 Mandatory Requirements

a. Provide a certified copy of business registration (Companies/Organizations)

b. Provide a certified copy of tax registration

c. Provide references from previous clients for similar works

7.2 Technical Evaluation by a Technical Team

Applicants will need to have the following experiences and qualifications – as detailed in their Technical Proposal (CV and Portfolio) that are submitted as part of the application:

· Proposal that outlines the approach to achieve the Objective and Expected Outcomes.

· Experience in user interface design (supporting the development of interactive mapping tools strongly desired)

· Experience working in the development and humanitarian space and overlap with the innovation space.

· Experience with strategy development.

· Experience with human centered design / user experience design / design thinking.

· Experience developing user personas.

· Familiarity with the Response Innovation Lab a strong asset.

· Well qualified persons in the required field with previous experience with similar jobs with donors’ entities and humanitarian agencies.

· Using innovative communication techniques and tools in conducting its work.

· Knowledge of NGO visibility requirements.

· Some general understanding of cultural conditions in Somalia.

· Ability to express clearly and concisely ideas and concepts through graphic development and written development.

· Experience in conducting / facilitating virtual workshops.

· Fluency in spoken and written English is essential.

All applicant Technical Proposals (CV that list experience and similar projects and Proposed Intervention / Proposal) will be reviewed by a panel of WV / RIL technical and communication people to determine:

· If the applicant has the necessary skills and experience to deliver on the Objective and Expected Outcomes

7.3 Financial Evaluation

All bidders are advised to submit the following Financial Proposal:

· A financial proposal with a detailed breakdown of costs to deliver on project quoted in USD.

· Payment Terms

· Credit Period

Please note, consultants will be subject to a withholding tax as per government regulations.

8.0 Application Process

All interested bidders/consultants are requested to submit their Technical Proposals and Financial Proposals in Separate documents as attachments (Bidders who will combine both technical and financial proposals shall be disqualified) via email somo_supplychain@wvi.org on or before 14^th July 2021*. Bids received after deadline shall not be considered.*

Your Financial Proposal should have your professional fee (quote to deliver on the project), Payment Terms and Credit Terms. Financial Proposal (Quote, Payment Terms and Credit Terms) should not be part of the Technical Proposal (CV that list experience and similar projects and Proposed Intervention / Proposal), it should be a separate document. Technical proposal should outline the methodology for undertaking the SomRIL Innovation Ecosystem Map Phase 2, as well as, the detailed work plan showing the assignment’s important activities and milestones.
