Terms of Reference for Final Evaluations of the Irish Aid Programme Grant (IAPG) and the Humanitarian Programme Plan (HPP) in Somali

Terms of Reference for Final Evaluations of the Irish Aid Programme Grant (IAPG) and the Humanitarian Programme Plan (HPP) in Somalia Role of External Evaluator Concern Worldwide is seeking proposals from interested parties to conduct the final evaluation for the IAPG (SPHERES) programme and the HPP (Emergency) programme funded by Irish Aid in Somalia.

The following roles are required:

1. IAPG – Multi-sectoral resilience programme evaluation lead: To oversee the evaluation of the 5 year (2017-2021 – now extended to 2022) multi-sectoral resilience programme in Somalia. This country level evaluation will form part of overall evaluation of the Irish Aid Programme Grant (IAPG) being implemented by Concern Worldwide in 17 countries.
2. HPP – Emergency programme evaluation lead: To oversee the evaluation of the 4 year (2019-2021 – now extended to 2022) emergency response programme in Somalia. This country level evaluation will form part of the formal evaluation of the overall Irish Aid Humanitarian Programme Plan (HPP) being implemented in 9 countries.

The overall evaluation will be led by a team of external consultants (global consultants) who will be responsible for the design and approach of the evaluation. The global consultants will work with Country level external consultant(s) recruited through this TOR, to lead the country evaluation processes including primary data collection, data analysis and production of two separate evaluation reports. Qualified firms/individuals are welcome to submit proposals to lead either of roles one or two above separately or submit a joint proposal covering both roles.
