1. Background

The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the priorities of the Federal Government of Somalia’s Education Sector Strategic Plan (ESSP 2018-2020). The overall grant objective is to increase access to quality education for Somali children; enhance the quality of primary education; and improve the capacity of the MOECHE at Federal/Member States to regulate and manage the education sector. The grant is being implemented by the Federal Government of Somalia Ministry of Education, Culture and Higher Education (MoECHE) in collaboration with the Federal Member States Ministries of Education in Jubaland State, South West State, Galmudug State, Hirshabelle State and Banaadir regional administration with CARE as the Grant Agent and Concern Worldwide as sub-contractor.

According to the 2018-2020 ESSP, only 37.9% of the primary school teachers are qualified across the whole of Somalia, and only 20.8% in Central South Somalia. A school assessment conducted in 2019 across the four States and Banaadir indicated that 55% of the teachers working in 605 community-owned and public schools do not have formal training in education. Previous studies conducted in Somalia indicate that Grade 3 students struggle with basic reading comprehension, subtraction and simple math problems. Previous studies also indicate a high prevalence of physical discipline in classes, as well as gender discriminatory practices, particularly in relation to math teaching. Physical discipline seems to be used particularly against poorly performing students, thus further marginalizing them and potentially contributing to dropout. Additionally, teachers lack training on the new curriculum. Most qualified teachers have been trained in the delivery of other curricula from the region or from Arab countries, which may not respond to the needs of Somali students in terms of methodology or content. Education actors have in the past endorsed the SCOTT curriculum which met the basic minimum requirements for teacher training. However, the need to address key concerns from previous assessments, the Education authorities’ commitment to now focus on development education as well as new trends in the global education-which includes emphasis on inclusion, focus on reading and numeracy as well as competency based education-necessitated a harmonized, up to date curriculum which is customized to the needs of Somalia.

The ESPIG program will deliver a tailored in-service teacher training program in partnership with the Somali National University. The design of the in-service training is informed by the findings of the various EGRA and EGMA assessments, as well as by the results of previous studies conducted in country. Training content will be aligned with the new curriculum and textbooks as well as the recommendations and the strategic steps suggested in the ESSP 2018-2020.

The Somali National University, the only public institution which the Ministry of Education has authorized to conduct this training, has in the past rendered education related trainings for reputable organizations which include Save the Children and UNICEF. These trainings were either on based on tailored modules or the SCOTT.


The objective of the consultancy is to support the Somali National University to design and develop an in-service teacher training course resource materials. The teachers in-service training will be foundational to the improvement of the quality of education in Somalia.

3. Scope of Work

The teachers training content will comprise two strands: Part A – Subject knowledge (English, Somali, professional studies, physical education and information communication and technology (ICT); and Part B science, social studies and religious education, creative arts, physical education). The consultancy firm will be expected to mobilise subject matter experts ensuring that materials developed are aligned with the national curriculum and are of quality standards. The main objectives of the consultancy is as follows:

  1. Review of the course outline for the in-service teacher training and shape it to accommodate the on-line delivery of teacher training.
  2. Revise and develop materials/content for in-service teachers training program which includes but is not limited to:
  3. Development of materials/content FOR the in-service teaching course (10 subjects consisting of 2 modules each for each year).
  4. Customizing the training to digital content.
  5. Translation of the materials from English to Somali except for English.
  6. Conduct harmonization of approach workshops for all subject tutors so as to train them on on-line delivery of the courses.


The key deliverables in this consultancy are

· Inception Report upon signing of the contract.

· methodology of materials development, harmonization and making the contents digital friendly. Draft and finalized and approved Y1 training materials (10 subjects, 20 modules) and Y2 training materials (10 subjects, 20 modules). All materials should be both in English and Somali language.

· Conduct harmonization, validation and closing workshops.

· Final report that details the process, exercise, challenges and recommendation.

6. Qualifications and Expertise required

  • A Reputable consultancy firm whose experts hold masters’ Degree (PHD preferred) in Education (various subjects)
  • Minimum 8 years mixed experience in secondary education/ teacher training and Education as well as curriculum development
  • Minimum of 10 years’ relevant professional experience in conducting material development, particularly with recognized institutions and in a crisis, conflict or IDP set up
  • Proven experience in curriculum development and development of interactive of training materials.
  • Work experience with Somali Ministry of Education, Culture and higher Education
  • Excellent communication and report writing skills
  • Fluency in English and Somali
  • Duration and timeframe

The duration of the assignment will be a total of 50 days, from the date of contract signing
