Trócaire is the official overseas development agency of the Catholic Church in Ireland. Context of Work

Trócaire has worked in partnership with local organisations in the countries where we work for over 40 years. As a partnership organisation, Trócaire is committed to the ‘Localisation of Aid’ agenda that has been at the forefront of humanitarian discourse since the World Humanitarian Summit, 2016. To deliver on this commitment, Trócaire established a Global Hub on Partnership & Localisation in March 2021. Based in Nairobi and working across the organisation globally, the Hub works to deepen Trócaire’s approaches to and expertise in partnership and localisation. This consultancy will be carried out in coordination with the Global Hub.

As part of Trócaire’s efforts to ensure that its relationships with local and national partner organisations is based on mutuality, trust and respect, Trócaire is conducting a Partnership Survey with its partners across the globe in 2022. This survey will collect feedback from Trócaire’s partners about the overall partnership dynamic, as well as on some specific themes around localisation. The purpose of this consultancy is to develop Partner Feedback Reports for 15 countries.

Scope of the Work

The Partner Survey 2022 was administered by Trócaire’s Global Hub on Partnership and Localisation using Survey Monkey. The consultant will be expected to analyse the data sets from Survey Monkey to provide individualised, disaggregated partner feedback reports for the countries mentioned below. Findings should be analysed individually at the country level but also compared to the global findings for further analysis.

The survey comprises primarily of single/multiple choice or simple ranking questions (approx. 30 questions), with limited opportunities for open-ended responses. The survey will be conducted in 4 languages – English, Arabic, French and Spanish. Knowledge of all languages is not a requirement to analyse the responses to the multiple choice and ranking questions. Trócaire will provide the consultant with the necessary translations of open-ended responses so these can be included in the narrative. The consultant will be required to generate country-specific insights along with basic graphs and visual representation of tabulated survey data. All reports are to be produced in English.

Please note that this consultancy may be distributed between multiple candidates if a single applicant is unable to meet the required timeline.

Proposed Methodology

  • Document Review of Partner Feedback Reports from previous yearsas a reference point for the survey and data analysis methodology.
  • Data Analysis of the segmented and organised Excel datasets to produce country-specific insights on feedback from partner organisations. Keystone uses a technique of feedback data analysis commonly used in the customer satisfaction industry known as Net Performance Analysis (NPA). Consultants will be expected to apply this technique in their analysis of country-specific data and produce approximately 100 simple graphical representations presenting the analysis, similar to the global Keystone Partner Feedback Report.
  • Drafting country-specific Partner Feedback Reports, incorporating relevant qualitative insights from the global Keystone Partner Feedback Report. Draft reports will need to be presented to Trócaire for review before the reports are finalized.

Budget €7500 (€500 per report)

Final Product 15 individual Partner Feedback Reports. All reports should be submitted in English.

Experience/Skills:

Essential:

• Advanced quantitative data analysis skills on MS Excel and/or STATA, R.

• Minimum 2 years’ research experience in quantitative data analysis and visual representation.

• Excellent writing skills with significant experience in research writing.

• Knowledge and understanding of the international humanitarian and development systems and the global discourse on Localisation.
