Assignment Title: Selection & Employment of Durable Solutions Monitoring and Evaluation (M&E) Expert
The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of Development Response to Displacement Impacts Project in the HoA (DRDIP II), and intends to apply part of the proceeds for consulting services.
Objective(s) and Scope of the Assignment
The Durable Solutions Monitoring and Evaluation Expert will work under the overall guidance of the Directorate of Monitoring and Evaluation at the Durable Solutions Unit (DSU) within the Ministry of Planning, Investment and Economic Development (MoPIED) and will be responsible for ensuring that durable solutions projects implemented in Somalia are tracked, monitored and evaluated on a regular basis and will also strengthen planning and coordination and organizing meetings and follow up action points, to contribute the durable solutions sectors of the National Development Plan (NDP) 2020 – 2024. (The Detailed Terms of Reference (ToRs) are attached to this REoI).
The IGAD now invites eligible individual consultants to indicate their interest in providing the services of Durable Solutions Monitoring and Evaluation (M&E) Expert. Interested qualified applicants should send letters Expressing their Interests, updated Curriculum Vitae, and Copies of academic and work experiences.
The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers (PROCUREMENT IN INVESTMENT PROJECT FINANCING-Goods, Works, Non-Consulting and Consulting Services July 2016), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations mentioned above.
Qualifications and experience required:
A post- graduate qualification (MSc level or higher) in Social sciences, management sciences, or international development or any other relevant discipline;
A minimum of five-years’ experience in designing and implementing evaluations, monitoring tools, learning tools, research methods and approaches (including quantitative, qualitative and participatory) for project and programmatic level;
A minimum of five years’ experience in the design and implementation of M&E in projects implemented by government, international NGOs, UN Agencies or private sector;
Experience working in government, international NGOs, UN Agencies or private sector;
Demonstrated flexibility to work under pressure in a complex and changing environment;
Experience in working on forced displacement programming, mixed migration, refugee, return and reintegration will be an added advantage;
Data and information management and analysis and good report writing skills;
Strong, proactive leadership in complex multi-stakeholder contexts;
Excellent report writing and communication skills;
Excellent diplomatic and negotiation skills;
Excellent analytical and problem-solving skills;
Fluency in written and spoken English and Somali;
Tenure: The initial appointment will be for twelve calendar months renewable subject to performance and availability of funds.
