1. Background:
The Ministry of Finance of the Federal Government of Somalia (FGS) through World Bank supported Somalia Capacity Enhancement, Livelihoods and Entrepreneurship, through Digital Uplift Program (SCALED-UP). The overarching Project Development Objective (PDO) for this project is to “support progress toward increased access to basic digital financial and government services targeting entrepreneurship and employment, particularly for women.”
World Bank financing to Gargaara under SCALED-UP for on-lending to participating financial institutions. This represents the first step in creating a Somali entity with a commercial orientation that can act as a platform to crowd-in additional investments of private capital from international sources including other DFIs to advance MSME banking in Somalia. Gargaara Company Limited will also be receiving support from IFC on how to manage transactions and attract private sector investors to support increased private investment in Gargaara and expanded access to finance for Somali MSMEs in productive sectors and supporting sustainable jobs.
2. Responsibilities: The Focal Point provides an executive level support and coordination for the Director. The Focal Point performs a full range of secretarial and administrative support functions, including prompt, courteous and effective communication with internal and external stakeholders, to ensure the smooth and effective administration of the Director office. Also act as a gatekeeper, making decisions about who gets access to the Director. At the same time, you will ensure that the integrity and standard of all the FRC data/information are maintained through well managed systems and procedures. The job responsibilities include:
Provide a confidential secretarial to the Director Compose and prepare correspondences, communications, briefing packs, reports and presentations Manage the Director’s calendars, arrange for meetings, appointments and travel arrangements Manage the NAMLC calendar management and interact with the members of NAMLC

3. Duration: The proposed duration for the assignment is twelve (12) calendar months from start date.
4. Selection Criteria:
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
University Degree in Management, Economics, Business Administration, or similar with at least 5 years of experience with proven office administration required; Solid working knowledge of office processes and business policy development, and of related computer software and electronic communications tools; Proven interpersonal skills with experience providing complex administrative support in a high-profile environment with tact and diplomacy; Demonstrated ability to communicate effectively in Somali, English and Arabic. Build effective working relations with colleagues and beneficiaries, and capable of working under pressure, with good experience in leadership and strategic management of project team at national level; and Proven experience in coordinating, cooperating and negotiating with high-level government officials, donor partners and executives of private companies.
5. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV). 6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
