The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Integrated Statistics and Economic Planning Capacity Building, and intends to apply part of the proceeds for consulting services of a Finance and Accounting Manager
The consulting services of the Finance and Accounting Manager (“the Services”) include Coordinates prepares and directs financial planning, budgeting, and procurement activities of the NEC,updates accounting and management policies and procedures and implements when approved, interprets current accounting policies and practices and implements new operating procedures to improve efficiency and reduce costs, prepares reports for management and funding agencies, prepares the financial strategic plans, budgets and financial forecasts of the NEC, supervises the disbursement and handling of funds from clients and funding agencies, develops, installs and maintains budgeting systems that monitor and control expenditures, advises management on accounting and financial issues, authorizes payments as per limits of authority, arranges annual audits and ensures full compliance with the requirements of proper keeping of the accounts, ensures procurement and contracting processes are in full compliance and all activities are up to date with external auditing requirements, performs other duties as assigned,She/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following http://nec.gov.so or can be provided upon submission of application (in person or by E-mail).
The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
Education: Master’s degree in Finance, MBA finance or Accounting plus a professional Accounting qualification (at least CIPFA, CPA or ACCA);
Experience: The Finance and Accounting Manager will need to demonstrate skills and competencies in the following areas:
- Minimum of 8 years of relevant working experience in financial and administration management with practical experience in accounting, budgeting auditing including broad expertise in the management of accounts on projects funded by the development partners /or public sectors.
- Special training: Hands-on-experience with computer-based accounting systems
- Knowledge and understanding of project planning, work programs, budgeting and financial management is required.
- Ability to work in a team environment
- Written and oral competence in Somali and English languages
The consultant shall be contracted for a period of 12 months with the possibility of extension for another period based on satisfactory performance and availability of budget. The Finance and Accounting Manager will have a three-month probationary period and will be based in the NEC Office.
The NEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
