The Intergovernmental Authority on Development (IGAD)
The Intergovernmental Authority on Development (IGAD) in Eastern Africa was created in 1996 to supersede the Intergovernmental Authority on Drought and Development (IGADD) which was founded in 1986 to tackle the widespread drought effects, ecological degradation and economic hardships in the Eastern Africa region. Although individual countries made substantial efforts to cope with the situation and received generous support from the international community, the magnitude and extent of the problem argued strongly for a regional approach to supplement national efforts.
In 1983 and 1984, six countries in the Horn of Africa – Djibouti, Ethiopia, Kenya, Somalia, Sudan and Uganda – took action through the United Nations to establish an intergovernmental body for development and drought control in their region. The Assembly of Heads of State and Government met in Djibouti in January 1986 to sign the Agreement which officially launched IGADD with Headquarters in Djibouti. The State of Eritrea and South Sudan became the seventh and eighth members in 1993 in 2011 respectively.
In April 1995 in Addis Ababa, the Assembly of Heads of State and Government made a Declaration to revitalise IGADD and expand cooperation among member states. On 21 March 1996 in Nairobi the Assembly of Heads of State and Government signed ‘Letter of Instrument to Amend the IGADD Charter / Agreement” establishing the revitalised IGAD with a new name” The Intergovernmental Authority on Development”. The Revitalised IGAD, with expanded areas of regional cooperation and a new organizational structure, was launched in November 1996 to assist and complement the efforts of the Member States to achieve, through increased cooperation in food security and environmental protection, Promotion and maintenance of peace and security and humanitarian affairs, and Economic cooperation and integration. The vision and mission statements of IGAD are provided below:

Mission: Promote regional cooperation and integration to add value to Member States’ efforts in achieving peace, security, and prosperity.
IGAD Strategy 2021-2025
IGAD’s mandate of promoting regional cooperation and integration is translated into strategic plans that guide implementation of programmes and projects. The new IGAD Strategy 2021-2025 was formulated to promote regional transformative capacities for sustainable development, resilience and stability of the region through 6 strategic development objectives. The IGAD Strategy document was prepared through an elaborate and participatory process that involved the development of a state of the region report that provided the basis for the formulation of the main strategy and its implementation plan. Therefore, the full set of the IGAD Strategy documents comprise of the following:
- IGAD State of the Region Report, 2020
- IGAD Regional Strategy 2021-2025
- IGAD Regional Strategy Implementation Matrix 2021-2025
In this regard, IGAD wishes to hire services of a consulting firm to format, graphic design and print copies of the full set of the strategy documents listed above.
OBJECTIVE
The overall objective of this assignment is to assist IGAD in Formatting, Graphic Designing and Printing of the following documents:
- IGAD State of the Region Report, 2020
- IGAD Regional Strategy 2021-2025
- IGAD Regional Strategy Implementation Matrix 2021-2025
SCOPE
The scope of the assignment will therefore be:
- Formatting of the aforementioned documents
- Design and layout of documents for printing and electronic distribution;
- Provide pictures, graphics and illustrations for emphasis in the document.
- Printing of documents
CONSULTANCY PERIOD
The Consultancy shall take place from 12th July to 20th August 2021 for approximately 30 working days.
DELIVERABLES
- Soft Copy for each of the products indicated outlined above, ready for printing
- The low-resolution final design for website and social media usage.
- Full usage rights for illustration and any graphic pictures in the design;
- Printed Products

- QUALIFICATION AND EXPERTISE
The successful firm is required to meet the following criteria:
- Publishing firm specializing in Graphic design, Communication, Languages, Translation, or related fields with minimum 10 Years’ relevant Experience.
- Strong practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw.
- Working experience in development or humanitarian environment is desirable
- Fluency in English is required
- Proof of undertakings of similar assignments will be an added advantage.
