POWER BI TRAINING TERMS OF REFERENCE

1. EXECUTIVE SUMMARY

This document defines the scope of training to be delivered to World Vision Somalia. It describes the relevant requirements that a service provider needs to demonstrate that they are capable of delivering to meet the full objectives stated by World Vision Somalia

The purpose of this document is to equip the service provider with relevant information on the expectations of World Vision Somalia and that the service provider has to demonstrate they can deliver before and RFP that will result in selection of the most qualified partner in both business and technical terms.

The service provider must provide a detailed description of their proposal particularizing capabilities and features supported, any auxiliary capabilities and potential value-adds that can enrich the capacity and equip the participants with the required skills.

2. TOR OBJECTIVES

The objective of the training is to equip and enhance World Vision Somalia staff with skills in Power BI that will enable them;

§ Prepare Data to be consumed in Power BI

§ Pull Data from various sources and platforms

§ Model and Visualize Data and schedule automated refresh of the reports. This should include;

o Creation and optimization of data models

o Creation of calculated columns, calculated tables and measures

§ Create and Share real time interactive Dashboards based on reports in Power BI desktop or any other data source

§ Publish and embed reports

World Vision Somalia proposes to have a blended learning to the Power BI training that will combine virtual as well as physical classes to the targeted audience.

Targeted Audience

The proposed training will target Finance, Monitoring and Evaluation as well as IT staff some of whom already have some basic knowledge in Power BI. We will have a maximum of 20 participants.

The participants will be trained as Tots(Trainers of Trainers) and will be expected to train World Vision staff in the future when there’s a need.

Service Provider Deliverables

The service provider shall be expected to;

§ Prepare and develop contents of the training as per the objectives outlined above

§ Prepare teaching materials inclusive of data and training program to be used during the 5 days training

§ Conduct Pre and Post evaluation to the trainees

§ Equip the participants with adequate knowledge and skills that will allow them to confidently pass the knowledge to other staff.

§ Provide certificates

Anticipated Training Date (24th September, 2021 – 30th September, 2021)

The training will be a five-day immersive and blended learning on Power BI that will be offered to the participating staff.

The proposed 5-day intensive course is aimed to introduce World Vision Somalia staff to the use of PowerBI and assist them generate dashboards for publication in the fields of finance and also monitoring and evaluation. World Vision Somalia is therefore looking for a service provider who can offer the following services;

2.1 Provision of Power BI Training and Training Materials

The service provider shall be expected to develop contents of the training, prepare teaching aids and necessary handouts for the trainees and provide training to enable selected World Vision staff to develop their technical capacities in Power BI, guiding the trainees in deciding on the most suitable visuals and structure in implementing them as well as defining and designing interactive Power BI dashboards in accordance with the user requirements.

In addition to provision of the training, the service provider will be required to provide create a course outline to meet World Vision Somalia business objectives. The course outline should have a clear statement of course objectives, pre-requisites, proposed/tailored course outline, contact hours needed of each topic, course outcomes, progress tracking mechanisms, self-learning modules, practical modules, instructor-led, and assessment methodology.

Details of content formats must be provided e.g. whether PDF, Presentation, Audio-visual etc.

2.2 Learning and Teaching Services

This will include but not limited to actual delivery of the content by certified trainers/ mentors, any hands-on training and progress tracking.

2.3 Administrative Support

Since the training will be run in a hybrid manner (virtually and physically simultaneously), the service provider will be responsible for administrative duties. This will include availing any learning materials required for the training, progress reporting and other areas not listed.

2.4 Platform to host the Course Content

For the purposes of self-learning, the service provider should provide details of an online platform where participants can access the learning materials.

2.5 Quality Assurance

This will include feedback and monitoring. To ensure that services levels are within the acceptable confines, several mechanisms have been proposed to enable dipstick checks along the training period. These are listed below;

I. Feedback received from the participating student satisfaction surveys

II. Individual progress dashboards (Completed projects and assessments)

III. Report from platform

Qualification

World Vision Somalia is looking for a service provider with the following qualifications

§ The Company or individual must be certified by Microsoft to provide training on the MS Power BI package

§ The Company or individual must have at least over 5 years’ experience in providing training on MS Power BI. Provide at least 5 references including names and contact information from previous clients who can be contacted regarding relevant experience

§ Provision of Power BI to International NGOs will be an added advantage

3. EVALUATION CRITERIA

3.1 Mandatory Requirements

§ Provide a certified copy of business registration(company/organization)

§ Provide a certified copy of tax registration

§ Provide information on ownership structure – name of directors/owners of the company(company/organization)

§ Provide Microsoft certification to provide training on the MS Power BI package

§ Provide at least 5 references including names and contact information from previous clients who can be contacted regarding relevant experience. The Company or individual must have at least over 5 years’ experience in providing training on MS Power BI.

§ Successful bidder will be required to sign World Vision Supplier Code of Conduct form

3.2 Technical Proposal Evaluation

Applicants need to clearly articulate on the following, but not limited to: –

§ A cover letter outlining the suitability of the service provider in providing the training and summarizing relevant experience (Not exceeding one page)

§ Company profile (Not exceeding one page) in case of a company

§ Training content and schedule

§ Detailed CVs of key personnel who will be conducting the training (including any formal qualifications)

§ References including names and contact information from previous clients who can be contacted regarding relevant experience

3.3 Financial Proposal Evaluation

§ Provide a financial proposal with a detailed breakdown of costs quoted in USD for the 5 days training including any other anticipated cost to be incurred while undertaking the training. Applicable tax amount must be clearly stipulated and separated from the base costs.

§ Payment Terms

§ Credit Period

Financial proposal should not be part of the technical proposal; it should be a separate document.**

Submission of Proposals:

Interested individuals and firms should submit their proposal accompanied with a cover letter, in English and by email to somo_supplychain@wvi.org on or before 15Th September 2021.

Proposals should be submitted in three distinct/separate attachments, namely Mandatory Requirements, Technical Proposal and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)

Email title should be; – Power BI Training

Bids received after deadline shall not be considered.
