The HPP 2019-2021 has been designed in line with the Ministry of Education and Higher Education (MoEHE) priorities set out in the Education Sector Strategic Plan (ESSP 2017–2021). The project builds on the lessons learned from the implementation of the previous HPP (2017-32018) which closed on 31 December 2018. The previous phase of the project focused on building the local capacities to implement the project activities. This implementation modality enabled community ownership. In addition, MoEHE capacity in providing technical oversight of project was enhanced. HPP (2019-2021) is utilizing the same implementation modality with focus on building strong community structures and community empowerment through Channels of Hope and Citizen Voice of Action models to ensure sustainability. The adoption of these project models will create an enabling environment to communicate effectively with religious and cultural leaders to ensure that the goals of the project are not misinterpreted, as being a value judgment on the society or its culture. Channels of Hope is is a way of mobilizing community leaders – especially the faith leaders to respond to core issues affecting their communities such as gender equity and gender based violence and child protection. This is aimed at changing communities’ attitudes towards these traditional practices – faith leaders and other community members break down walls between faiths in their own communities to respond to serious issues of gender and child protection to promote the well-being of all in the community—especially the most vulnerable children and women.
The program is based in Puntland state of Somalia covering Eyl district, Godobijiran district, district in Nugaal region, Dhahar district and Xingalool district in Sannag region and Xarfor district of Mudug Region. This phase has seen additional eleven (11) target villages from the previous phase. The targeted areas are among the most vulnerable and hard-to-reach areas in the regions where communities are poor and have limited access to basic services such as education. It is therefore important to focus the efforts of HPP to these communities which are remote and therefore likely to have less access to education and protection services.
The project has three fundamental components; promoting equity in education for the most socially excluded children; prioritizing quality teaching and children’s learning outcomes and effective and accountable education programs. The project objectives are in line with the ESSP 2017–2021 of MoEHE. These include; increased protection for displaced, vulnerable and conflict affected children aged between 3-18, improved access to quality primary and life skills education for girls and boys in target communities and increased prevention of and response to GBV access to empowerment opportunities for women and girls.
FGM Project:
FGM/C is nearly universal among girls and women in Somalia. According to MICS 2006, the estimate population of girls aged 0-14 at risk of FGM by 2030 is 2,422,820: of this, 46.0% have undergone FGM/C, while 90% of girls and women aged 15-49 have undergone FGM/C. It projects that due to the prevalence, the probability of FGM for girls aged 0.14 to be 0.460. In this regard, the effort required to eliminate FGM/C for Somalia by 2030 if abandonment is accelerated is 247x(Acceleration required to eliminate fgm by 2030-over 10 year AARC). This can be associated to attitudes and perception of practice with Somalia with 65 % of girls and women aged 15‐49 supporting the continuation of FGM/C.
The project will target Eyl district, Xarfo district and Dhahar district, Puntland. These are the areas covered under HPP 2019-2021. Eyl District is one of the most vulnerable areas in the Nugaal region of Puntland. According to an assessment[1] conducted by World Vision Somalia (WVS) in April 2018, 57% of the surveyed households were at poor food consumption scores (FCS) and the other 22.6% were at borderline. In Eyl district, World Vision’s needs assessment shows that 68% of adults did not receive any formal education and only 42% of children are currently attending primary school. Pastoralist communities in the new proposed programme areas have also been severely disadvantaged in accessing education opportunities that can be accessed without compromising their livelihood. Just over half the school age children are in school and availability of school facilities and teachers in Dhahar district is amongst the lowest in Puntland according to the assessment[2].
Governance challenges, weakened resilience and economically vulnerable communities further compound the protracted crisis. Involuntary population movement caused by violence and extreme climate conditions such as drought and flooding have resulted in undignified living circumstances with severe protection implications to all affected, especially women and children. Protection concerns are aggravated by lack of access to services, low awareness of basic rights, existing gender discriminatory and harmful socio-cultural practices like FGM and marginalisation. Incidents of GBV affecting women and girls remains underreported but widespread, especially among IDPs. Key risks for children are family separation, child recruitment, arbitrary arrest, and elevated exposure to GBV including early marriage. In 2016 there were over 7,200 reported cases of GBV according to UNDP. Considering the stigma attached to GBV, the actual number of cases is likely to be higher.

Assignment Period
The consultancy will entail up to 15 days including fieldwork. These include 5 Days of editing, 3 Days of reporting and 7 Days of field Work for data capturing. World Vision will cover the travel cost, accommodation as well other costs incurred during the action.
Scope of Work
The videographer will document and develop content on the projects in close collaboration with the Communications Manager, World Vision Child Protection and Education Management and Senior Communication Management.
The documentary is intended to provide evidence on impacts to World Vision, donors, staff, the target community, and stakeholders. Sensitive areas in the GBV and FGM related issues in Puntland Somalia need to be considered during the documentary.
The following are the major responsibilities to be done during the assignment:
· Consultation with Communications team in Puntland and Nairobi
· Prepare a script with key messages aligned with the project goals/objectives
· Editing the Video in a professional manner and translate the title.
· Present the rough cut of the video to the Communication department and project Coordination team for review, inputs and get their feedback
· Revise the video based on inputs from the WV Communication department and project coordination team and the senior management
· Test presentation of the developed draft video with a wider audience at WV offices for further review and messaging
· Submit a revised video in English with subtitles as required
· Submit the final video documentary/photo in DVD form

Deliverables
1. *Two Short Videos in HD format
· A script in English with key messages of the video;
· A finalized script for a 5- 10-minute documentary in each project (HPP and FGM) including inputs from all key project stakeholders 1080p (HD)
· A longer consolidated video of the project’s achievements, not more than 15 minutes
- Script development should be forward before the tasks start
- Full usage rights for music (music for which copyright has been granted)
- World Vision Child protection policy must be applied during the documentation including signing a consent form.
2. *High-resolution photographs:
· At least 60 high qualities and high resolution edited and captioned pictures delivered on. This should include:
· Pictures of selected project beneficiaries, where they live, what do daily, how the project has been impacted their lives and what they are doing to change their lives.
· Pictures of landscape and project interventions.
3. Impact Stories:
· After quality photos, consultant to develop two impact stories in each projects (one focuses on HPP and the other one on FGM)
· One of the stories must focus COH this will reflect both project (This will be done village both projects operate)
· Second one must focus on unlock literacy (This will be only HPP project)
· Third one must focus on trauma healing (This will be only for FGM project) and,
· Fourth one must reflect children participation in the projects intervention areas (This will be done village both projects operate)
Completion Criteria
Finalized video documentary approved by the World Vision Communication manager. The length of shorter video clips by theme should be 5 minutes on average and the consolidated video should not be more than 15 minutes
· All raw footage to be submitted to World Vision Office.
· Translating of all interviews, time coding, shot-listing, and editing should be done
