CALL FOR EXPRESSIONs OF INTEREST

The purpose of this notice & call is to survey the interest of the market and to identify potentially suitable economic operators that are willing to tender for the procurement procedure for which the following details are hereby provided. This notice & call and its annexes are published and available for download before the deadline from the Contracting Authority website (https://www.eucap-som.eu/business-opportunities/).

Instructions to express the interest:

  • Only economic operators who are not in an exclusion situation (ref. Point 2.6.10.1. of the PRAG[1]) and who meet the selection criteria set out in this notice as per the below point 9. may be considered further.
  • Expressions of interest shall be sent to procurement@eucap-som.eu by utilising the annexed Application form (Annex A), Declaration on honour (Annex B) and Legal Entity Form (Annex C); deadline: 30/08/2020; economic operators expressing their interest may also send additional documentation other than the aforementioned forms and declaration, such as company presentation, relevant licenses, etc.
  • The Contracting Authority reserves the right to request documentary proofs in relation to the declarations made.
  • This is NOT an invitation to tender. The full tender dossier may be notified in due time to those economic operators offering the best guarantee of satisfactory performance of the contract. The Contracting Authority reserves to right to notify and invite to tender only shortlisted economic operators.

Economic operators may express their interest exclusively at their own expenses; they are not entitled to claim any compensation before the contract is signed (ref. 6. Contract description

Overall objective: Training in basic Maritime English based on the International Maritime Organization (IMO)’s Model Course 3.17, Maritime English (refer to Attachment 1 – Course outline BASIC LEVEL MARITIME ENGLISH – Communicative approach and standard maritime phrase communications).

This procurement procedure is composed of three lots:

Lot 1: Maritime English Training in Mogadishu:

· Beneficiaries: one (1) OR two (2) groups of maximum twenty-five (25) participants. If a second group is requested, the commencement of the course will take place after the finalization of the course aimed at the first group.

Lot 2: Maritime English Training in Somaliland:

· Beneficiaries: one (1) OR two (2) groups of maximum twenty-five (25) participants. If a second group is requested, the commencement of the course will take place after the finalization of the course aimed at the first group.

Lot 3: Maritime English Training in Puntland:

· Beneficiaries: one (1) OR two (2) groups of maximum twenty-five (25) participants. If a second group is requested, the commencement of the course will take place after the finalization of the course aimed at the first group.

Outline scope of services:

· Training plan (programme, timetable and learning objectives) will be designed by the contractor to suit trainees needs and language level.

· Lessons frequency: three/four days per week (TBD).

· Lessons duration: three/four hours per lesson (TBD).

· In consideration of the COVID-19 crisis, different delivery methods and locations from those specified in the contract shall be deemed supplementary elements that may be requested by the Contracting Authority (i.e. Somalia or Somaliland´s Minister of Health prevailing social distancing measures or adjustment of available spaces and subsequent division of trainees into sub-groups in order to avail to these measures).

N.B.: the above outlined scope of services is neither exhaustive nor definitive; it may change in time, due to Mission security/operational requirements and/or security situation in the partner country. In case of launch of the tender, the outlined scope of work will be further detailed and specified, as deemed appropriate by the Contracting Authority.

Duration: twelve (12) months (with possible extension of additional 12 months).

Project Management: The Services Provider will act under the direct authority of EUCAP Somalia Operations Unit or his/her designated Deputy.

8. Indicative timeline

  • Tender procedure: 09/2020 – 10/2020
  • Contract period of implementation: twelve (12) months from Contract signature, with suspension clause beyond year 2020, i.e. subject to the conclusion of the new Delegation Agreement between the European Commission and EUCAP Somalia and the extension of the mandate of EUCAP Somalia by the Council for the period beyond 31/12/2020 and allocation of the concerned funds.
  • Possible renewable: YES; one (1) time for additional twelve (12) months **

Selection criteria Lot 1: Maritime English Training in Mogadishu:

Technical and professional capacity:

  • Must possess the necessary qualification to teach English (i.e., University Degree in English Studies, professional training / qualification for English teachers, etc.);
  • Minimum three (3) years of teaching experience in English as foreign language or courses in English for adults for a minimum of fifty (50) persons per year implemented anytime during the period 2015 – 2020. English for Special purposes (i.e., good knowledge of Maritime English) will be an asset.

Selection criteria Lot 2: Maritime English Training in Somaliland:

Technical and professional capacity:

  • Must possess the necessary qualification to teach English (i.e., University Degree in English Studies, professional training / qualification for English teachers, etc.);
  • Minimum three (3) years of teaching experience in English as foreign language or courses in English for adults for a minimum of fifty (50) persons per year implemented anytime during the period 2015 – 2020. English for Special purposes (i.e., good knowledge of Maritime English) will be an asset.

Selection criteria Lot 3: Maritime English in Puntland:

Technical and professional capacity:

  • Must possess the necessary qualification to teach English (i.e., University Degree in English Studies, professional training / qualification for English teachers, etc.);
  • Minimum three (3) years of teaching experience in English as foreign language or courses in English for adults for a minimum of fifty (50) persons per year implemented anytime during the period 2015 – 2020. English for Special purposes (i.e., good knowledge of Maritime English) will be an asset.
