CONSULTANCY FOR THIRD PARTY MONITORING AND EVALUATION IN KISMAYO, SOMALIA

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing Technical cooperation measures on behalf of the Government of the Federal Republic of Germany.GIZ invites eligible Individuals/Firms to indicate their interest in consultancy for third party monitoring and evaluationin Kismayo, Somalia. More specifically, the Individual/Firm will carry out the following services:

• • Collecting data and developing an understanding of the current progress by measuring the progress on the output indicators and achievements.

• • Regular site visits of all project activities undertaken by the UFSP project in Gobweyn

• •  Support the project team in monitoring of infrastructure developed or supported by the project in Gobweyn.

• • In liaison and guidance of the project team in Midnimo and Madina, the consultant will:
    • • verify quality and progress of the infrastructure developed and supported by the project
    • • Assess the compliance of all constructions to local standards, and gradually towards international standards and best practices; by building a checklist adapted to the local and international context
    • • Periodically perform operation monitoring to ascertain sustainable operation and maintenance of all components of the project;
    • • Use multiple evidence sources, including data, reporting and geotagged photos/satellite imagery.

• • Conduct client’s satisfaction survey to confirm that the target beneficiaries benefit from the project and provide feedback to GIZ technical team. Conduct independent satisfaction survey of the target populations.

• • On needs basis, an in liaison with M&E team provide an in-depth verification for a more detailed assessment of an activity or intervention. The request for these clarifications will always be prompted by the technical team.

• • Document best practices, lessons learnt and where necessary make recommendations on the implementation of project activities.

• • Follow up with project activities in Midnimo and Medina settlements of Kismayo at the request and close collaboration with UFSP project team.

Interested Individuals/Firms must provide verifiable proof of qualifications and experience. The individual/firm is requested to have the indicated qualification in the terms of reference.

If interested, please submit your complete proposals as specified in the tender documents in separate envelopes. Clearly mark on the envelope the tender number. Technical proposal or financial proposal accordingly. Failure to address correctly will lead to disqualification.
