Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

9 | Qualification and Experience | The individual consultant should have well track of record in translating documents for governments, NGO and other development organizations and be based in Puntland, Somalia. The consultant should have advance level degree in Social Science, English, Economics, Journalism, Development Studies and any other relevant field with a public health/health economics background. He/she should also have at least 5 years’ experience in relevant field with and have led the development of at least 3 government policies and strategies. S/He must also be well familiar with the Puntland policy environment and have significant experience working with government stakeholders. |
10 | Evaluation Criteria | The extent and depth of experience of the consultant and its associates in the same or similar type of projects. The criteria should spell out clearly the project characteristics applicable. |

TERMS OF REFERENCE (TOR) FOR A CONSULTANT TO TRANSLATE FP STRATEGY AND COSTED IMPLEMENTATION PLAN (CIP) DEVELOPED FOR PUNTLAND STATE OF SOMALIA
Background/Justification
In 2015, Somalia became an FP2020 commitment making country, and in 2017 the government revised its commitment to ensure access to quality reproductive health services, including family planning, in emergency and crisis settings from 50% of facilities offering FP services in 2017 to 80% by 2020.
Although there is an existing reproductive health policy in Puntland that supports FP services, there is a need to develop a FP-specific strategy and costed implementation plan that is owned by the government and that will guide the government in allocating the necessary public funds for FP services. This would also guide the MOHD giving a clear direction in prioritizing FP service provision while engaging with other stakeholders.
Save the Children recently has secured funding from FP2020 to support the Puntland government by creating an enabling policy environment that supports the delivery of quality family planning services. With the current modern Contraceptive Prevalence Rate (CPR) for women estimated at 14.2% and an projected population of women of reproductive age (WRA) at 760,000[1], we hope that over 107,920 Women of Reproductive age will potentially benefit from the full implementation of the proposed policy.
In light of this, Save the Children is seeking the services of an individual consultant to translate a Family planning strategy and Costed Implementation plan for Puntland state of Somalia.
Overall Project Objective
Create an enabling policy environment in Puntland that supports the delivery of quality family planning services
Specific Objective for the Consultancy
Translate the Family planning strategy and Costed Implementation plan developed for Puntland state of Somalia into Somali language.
Key Milestones
- Translate FP strategy and costed implementation plan into Somali language Facilitate stakeholder consultation workshop to review the draft of the translated FP strategy and costed plan
- Facilitate a validation workshop for the translated strategy
Eligibility Criteria
Essential Criteria – The individual consultant should have well track of record in translating documents for governments, NGO and other development organizations and be based in Puntland, Somalia. The consultant should have advance level degree in Social Science, English, Economics, Journalism, Development Studies and any other relevant field with a public health/health economics background. He/she should also have at least 5 years’ experience in relevant field with and have led the development of at least 3 government policies and strategies. S/He must also be well familiar with the Puntland policy environment and have significant experience working with government stakeholders.
The candidate must be willing to start immediately.
Desirable Criteria
- Experience translating CIP in the past
- Skills and experience liaising with senior Ministry of Health officials?
- Fluency in both English and Somali
- Ability to produce high quality of work in a short period of time
Template of the Proposal:
The applicants are requested to follow the following template for the proposal. The proposal should not exceed a maximum 10 page, Arial 10 font, 1-inch margin in single line spacing. The following scoring format will be applied –
- Proposal Heading, showing understanding of the assignments (maximum 1 page) – 10%
- Proposed Approach and Methodology including a tentative outline of the translation (maximum 5 page) – 40%
- Past Experience (maximum 2 page) including a submitted returnable sample copy with other client/NGO 15% Work Plan – 10%
Please attach individual CVs as annex, with no CV more than 5 pages – 25%
Detail Budget (separate Spread Sheet) – 15%
NB – The budget should be provided in a simplified manner describing the information and methods used to establish the amounts of unit costs, lump sums and/or flat-rates, to which costs they refer, e. The applicants are also requested to clearly explain the formulas for calculation of the final eligible amount.
Estimated Consultancy Duration – 20 Consultancy working Days
Payment Modality:
Payment will be made in 2 tranches viz:
Tranche 1 (50%): Upon signing contract
Tranche 2 (50%): Submission of validated of the translated version of the FP strategy and CIP
