Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

9 | Qualification and Experience | · Post graduate qualifications (MA level) in social science, particularly economics, agriculture, food security, entrepreneurship or related fields · Proven experience in conducting quality project Monitoring and Evaluation particularly on child rights related projects. · Proven experience in Cash programming, small business start ups · Experience in applying participatory tools especially when interviewing/collecting information from children · Knowledge of Save the Children and its internal processes will be beneficial but is not essential · Knowledge and understanding of the social and cultural context of Somali people will be an asset. |

Consultancy for Independent Third-Party Monitoring SC Seed Funding Emergency Project in Gardo district of Puntland

- Background
Save the Children Somalia is scaling up response to address the most pressing needs of the flood affected communities across the country particularly areas under Save the children’s operational presence.The children’s seed fund is prioritised to Qardho as one of the worst affected districts by the flash floods, and currently the country office mobilising in-huose resource to support Belet-weyn community displaced by the riverine flooding that has started in low laying areas. And by now the shabelle river risk level increasing for full flooding. Our Early warning system and level of vulnerability will guide us prioritising our flood response. Gardo district of Bari region was prioritised for this CSF money as the damage was huge.
Area of intervention: Gardo town in Puntland – Gardo is proposed as the target location due to the increased risk/vulnerability of the population due to the layering of multiple crises on top of the economic fallout of COVID-19 containment measures. Prior to the impacts of COVID-19, Gardo already faced high levels of IPC with over 4,600 people facing IPC 3 or higher. The population in Gardo has recently endured another crisis with flooding in late April 2020, which has damaged/destroyed homes, livelihoods and essential infrastructure as mentioned above. The flooding has also increased displacement leading to overcrowding and so will hinder social distancing, and contaminated/damaged water points will hinder proper handwashing, thus exposing the population to Covid19 infection and further spread of the disease. SC is now responding with health programs in the location and therefore would like to support HHs from the economic side.
The project initially planned to target 480 HHs for unconditional cash activities to respond families affected by recent floods in Gardo. On mid May 2020, project staff start mobilizing and register project beneficiaries

- Consultancy Objectives
To complete independent monitoring of SC Seed-Funding project in Qardho districts in order to enhance program quality and accountability to beneficiaries

Food Security and Livelihood
A: Beneficiary selection

- Hold interviews with beneficiaries and non-beneficiaries and other stakeholders to document the beneficiary selection process specifically community participation including women and marginalized groups in the selection and verification of beneficiaries.

- Document the process of selecting beneficiary’s committees and establish the role of the committee members and SCI staff in the selection and verification of project beneficiaries.

- Assess the appropriateness of the targeting criteria, the extent to which it was followed and overall fairness of the process.

- Identify if there were any shortcomings in the process of payment or diversion of assistance. Diversion of cash through voluntary or involuntary taxation or forced contribution should be properly scrutinised and reported.

- Determine how the targeted communities have benefited from the unconditional cash transfers their respective communities.
B: Mobile cash transfer system:

- Determine how targeted project beneficiaries have benefited from the mobile cash transfer system in which they’ve received their unconditional cash transfer

- Gather general feedback from project beneficiaries between the advantages and disadvantages of using mobile cash transfer delivery system.

- Collect information of which approach (mobile money transfer and Hawala) beneficiaries are interesting or preferring to get money

- Document the beneficiaries’ satisfaction on the quality of the mobile handsets provided
B: Information sharing

- Assess the extent in which the beneficiaries are informed and aware of key project information such as project objectives, activities, timelines, entitlement, number of cash payments, expected results and targeted beneficiaries and criteria for selecting beneficiaries.

- Establish whether beneficiaries have been informed and are aware about opportunities/activities in which they can participate.

- Establish whether there is information that beneficiaries would like to have about the project and its implementation but not they are not getting.
C: Complaint and response mechanisms: –

- Establish beneficiaries’ awareness of mechanisms through which they can give feedback or make complaints to SC. (how to complain or raise concerns about activities, what they can people complain about, who can complain to, how and where they can complain and issues of confidentiality).

- Assess the acceptance and level of confidence that beneficiaries have in the existing SC complaints response mechanisms

- Generate ideas for improving the existing complaint handling mechanism
D: Participation

- Generate Information about how beneficiaries including children would like to/ are participating in the project implementation.
E: Project results integration

- Organize meeting with the respective village’s community structures to see if there is an overlap among SC programs/projects going on in the project supported areas

- Collect qualitative data on the impact of the program including case studies that demonstrate change in the lives of children

- Assess the impact of the UCT interventions in contributing to reduce vulnerability of crisis-affected people in effected families and children washed out by floods in Gardo, through integrated measures

- To document unintended impact of the project (Negative and Positive Impacts)

- Find out the % of the target population with acceptable Food Consumption Score (FCS)

- Assess the Household Dietary Diversity Score (HDDS)

- Assess the household reducing Coping Strategy Index (rCSI)

- Find out how much the cash transfer (UCT) contributed to children’s access to education

- Deliverables:
The following outputs are expected of the consultant

- Detailed methodology and data tools
-
- The field monitoring reports of no more than 10 pages summarizing findings of the field monitoring and recommendations.

- A set of pictures with GPS coordinates taken during the monitoring exercise shall be appended separately. Pictures must show supported facilities, beneficiaries receiving services, SC branding and all other information that depicts the quality of services being offered

- Two to three case studies that demonstrate change in the lives of children

- Management and logistics

- The consultant will be supervised by the area MEAL manager with support of Head of REALM
-
- The consultant will be responsible for organizing logistical issues with limited facilitation from SCI and as per the consultancy agreement.

- Duration of Assignment
This assignment will take 15 working days in target locations inclusive of any travels and Fridays.
