- JUSTIFICATION AND PURPOSE OF THE ASSIGNMENT
The purpose of the consultancy is to address weaknesses identified during the Peer Education Evaluation through the development of the following:
- A reference manual for outreach workers and case management workers, including peer mentors.
- A service guide/manual of procedures for differentiated HIV services for key vulnerable populations in Somalia.
- Training curricula (slides mirroring the manual and service guide).
After the development of the curricula the consultant will virtually train national consultants to carry out training in Mogadishu, Bosasso and Hargeisa.
All activities were agreed during grant implementation cycle 2021 – 2023 GF grant making and included in the fully funded grant agreement signed by both GF and UNICEF HQ.
- METHODOLOGY
Conduct Desk Review:
- Current PE materials, PE Evaluation, IBBS (2017), behaviour research, Patient File Audit, Stigma Index Survey and any other related programme documents.
- Published and grey literature documents on Somalia, Somaliland and HIV and/or other related vulnerabilities (e.g. GBV, IDP’s, prisons, drug use, etc).
- Documents from other partners: WFP, UNFPA, WB, DfID, WHO, etc.
- Global best practice outreach and case management models.
Conduct Key Informant Interviews:
- PR
- UN partners – especially UNFPA (YP and GBV) and WFP
- MoH’s
- AIDS Commissions
- NGOs/CBOs working with key vulnerable populations and GBV
Draft and finalise:
Key Vulnerable Population Outreach and PLHIV Case Management Training Curricula – reference manual, service guide, and training slides.
Conduct ToT
Spend 5 days leading facilitators exploring key issues including training tools and 10 days conducting training.

During the field trainings the consultant needs to be available online to support the training facilitators.
The above is an example of how tasks can be completed within the duration of the assignment, Consultant may adjust specific elements durations to still complete the assignment within the contract duration, as may be reflected in their workplan.
5. MANAGEMENT
The contractor will be supervised by the HIV Programme Manager in UNICEF.
6. TIMEFRAME
The consultancy must be completed by the end of May 2021.
To qualify as an advocate for every child you will have…
- The consultant should have Advanced Degree in Public Health, Social Sciences or related Technical field preferred OR
- * A first University Medical degree or Diploma in combination with qualifying experience of over 7 years may be accepted in lieu of an Advanced University degree.
- The consultant should have at least 10 years of relevant HIV professional experience including at least 7 years working with at-risk and PLHIV communities; and significant demonstrated experience developing HIV prevention and PLHIV programming strategies.
- Demonstrated cross-cultural work experience and working on HIV in concentrated or low prevalence epidemics and working in Muslim or culturally conservative contexts.
- Fluency in English with outstanding facilitation and communication skills.
- Developing country work experience and/or familiarity with emergency is considered an asset.
