Position Title: Education Consultant for Accelerated Basic Education (ABE) Policy and Accelerated Basic Education (ABE) Curriculum Framework Consultation and validation process in Banaadir and Federal Member States.

Position Location: Mogadishu, Somalia and remote areas.

Duration: 50 days

Program Summary:

Bar ama Baro (BAB) is a USAID-funded program that aims to increase access to quality accelerated education for out-of-school children and youth (OOSCY) of ages approximately 8-15 in selected regions and districts of Somalia. An accelerated education program (AEP) is seen as a way to increase the enrolment of OOSCY in rural areas and to enable them to receive an education. Key performance areas: IR 1: Enrolment in AEPs increased; IR 2: Safety of AEP learning environments improved; IR 3: Learner learning outcomes in AEPs improved; IR 4: Government capacity to regulate AEPs enhanced; and Cross-cutting: Youth civic engagement strengthened. In Somalia, BAB will work closely with MoECHE, especially the Technical and Vocational Education and Training (TVET) and NFE Department; and Curriculum and Quality Assurance Department, at the federal, regional, district, and local levels.

To establish a quality accelerated basic education programme, the MoECHE with support from BAB has drafted an Accelerated Basic Education Policy which was based on consultations with the Federal member states in 2020. The MoECHE has also drafted an Accelerated Basic Education Curriculum Framework to align the ABE with the formal school curriculum. To validate both the ABE Policy and Curriculum Framework, there needs to be final consultation with the Federal Member states.

Position Summary:

The purpose of the consultancy is to support the ABE Policy and ABE Curriculum Framework consultations and validation workshop in each member state and at central level. This will involve presenting the draft documents and curriculum frameworks, facilitating discussions on key issues that relate to the policy and curriculum framework and writing a report of the workshop recommendations from each state which will feed into the final validation workshop.

More specifically, the Education Consultant for the ABE Policy and Curriculum Framework Workshops will achieve the following objectives:

  • Facilitate consensus in each workshop on recommendations for the ABE policy and curriculum framework with a short workshop report.
  • Draft a consolidated report based on the recommendations in the workshops in Federal Member States
  • Liaise and conduct consultations (by phone, skype, or email, as required) with key NFE Directorate and BAB (as required) to gather relevant information to aid understanding of the ABE policy and curriculum framework.
  • Facilitate the Final Validation workshop for the ABE Consultation process in Mogadishu
  • Prepare a final version of the ABE Policy; including editing, agreed inputs, fact-checking and proof-reading.
  • Draft a report on the consultation and validation process highlight main results and the successes/challenges.

The goal of the consultancy is to bring together key thinkers and educators through a validation workshop to shape the direction of the ABE Policy and ABE Curriculum Framework for Somalia. This will be achieved through a review of the existing draft and conducting a National Validation Workshop in Mogadishu. The objective of the consultancy is to facilitate the state level consultations and the validation workshop with an outcome report which will be used for the future activities. The activity will be managed by the Ministry of Education Director of NFE/TVET and will be completed by end of April 2021.

Primary Responsibilities:

  • The consultant is expected to fully comprehend the contents of the ABE policy and Curriculum Framework and the issues to be discussed to enable effective facilitation of the state consultation workshops and Validation Workshop.
  • Organizing and facilitating 3 days of internal consultation meeting with the key persons in the Ministry FGS, including preparation days of the workshop.
  • Organizing and facilitating consultation meeting with ABE stakeholders in Mogadishu, 3 days including of preparation days of the workshop.
  • Organise and facilitate of (5) five state level consultation meetings in Kismayo (Jubbaland), Baidoa (South West), Jowhar (Hirshabelle), Dhusmareeb (Galmudug) and Garowe (Puntland), 5 days in each state including travel days and writing each workshop report
  • Draft a consolidated consultation report.
  • In consultation with the MOECHE and BAB include key ideas/decisions from the consultation workshops, updating of the draft ABE Policy and ABE Curriculum Framework
  • Conduct a Validation workshop and provide a Validation workshop Outcome Report
  • Proof reading and submit the final draft of ABE Policy and ABE curriculum Framework

EXPECTED DELIVERABLES

The media outlet will conduct and submit the following reports for the works as completed under the scope of work below:

f.      Conduct a Validation workshop and provide a Validation workshop Outcome Report 5 days 5-9th April March 2021
Proof reading and submit the final draft of ABE Policy and ABE Curriculum Framework 4 days 11-15th April 2021

 Reporting

The consultant will report directly and administratively to the Director NFE and TVET of the MoECHE. The consultant will ensure deliverables are submitted as drafts prior to the final submission

Required Skills and Qualifications:

  • Advanced university degree in Education or other related field, preferably with some specialized training in development studies.
  • At least 7 years of senior level professional work experience in a relevant field/ non-formal education/ ABE, working on education policies and plans, in Somalia or comparable Countries.
  • Previous results report writing experience, particularly with Somali Government agencies or international NGOs producing global reports is mandatory.
  • Strong knowledge in education aid programming and in relevant fields (policy analysis, statistical analysis or other social sciences);
  • Demonstrated experience and excellent understanding of standard requirements (file formats, writing style, data visualization, etc.) to produce a report suitable for professional design and publishing.
  • High level proficiency in standard computer software, in particular, Microsoft Word and Excel.
  • Excellent written and oral communication skills in Somali and English language, of publication standard
  • Strong analytical and critical thinking skills.
  • Persistence in follow up, tact and diplomacy to work with international personnel.
  • Demonstrated ability to meet deadlines.
  • Familiarity with Government, donors and international NGOs programming.
  • Robust understanding and application of policy concepts, methodologies and tools – proven capacity to draft ABE policy papers.
  • Broad knowledge and understanding of Somalia’s Federal and State level governance structure and development issues specifically in the education sector.
  • Robust knowledge and understanding of NFE, ABE education and approaches 

The Facilitator will be obliged to maintain confidentiality regarding all information obtained in the course of his/her work during this engagement and thereafter.
