Consultant – On the Proposal for the Establishment for Vocational Institute and Development Curricula on Water Management

Water scarcity is a serious threat to Somalia and is hindering the country’s economic and social development. it is becoming increasingly water scarce and economically water dependent. In the north, over 80% of the country’s landmass is classified as Arid and Semi-Arid Land (ASAL), making it relatively unproductive for agriculture, with nomadic pastoralism the only potential livelihood option. Somalia’s ASALs house the greatest national proportion of pastoralists in Africa. In the south, the country is considerably lusher with rivers that often flood. The development of a multi-sectorial Integrated Water Resources Management (IWRM) Strategy as well as technical and operational capacity building will support Somalia in planning sustainable water resources development.

The country experiences climatic challenges in recent decades, which has brought severe droughts, supercharged storms, floods, and blistering heat waves. The country’s climate is affected by the surface temperatures of the Indian Ocean and the El Niño–Southern Oscillation (ENSO) cycle. Extreme weather, natural hazards and disasters are rampant in the country and affect the majority of the population every year.

This consultancy service is to supporting establishment of vocational institute and enhance the curricula and programmes to incorporate instruction and teachings on sustainable water resource management in the context of climate change.

By improving the technical education for youth, the government will be well-positioned to deal with water-related challenges by promoting youth in water sector. This will provide a two-sided benefit by increasing employment and reducing poverty among youth who currently have one of the highest unemployment rates in the world which is estimated over 67%.

MoEWR is seeking to hire a consultant(s) to support establishment of vocational institute for water sector and development of curriculum of technical water education. The consultant (s) will work closely with the project manager (Director of Hydrometeorology department) and be responsible for completing the tasks listed in scope of work section.


Technical and Vocational Education in Somalia improved in 1970s and there were number of technical schools such as the Mogadishu Technical Institute (MTI), the Hargeisa Technical Institute (HTI), and the Burao Technical Institute (BTI). The MTI conducted four-year secondary training in mechanical and electrical engineering. The HTI conducted three-year courses in carpentry, joinery and masonry/bricklaying, while the BTI, created under bilateral assistance from the Federal Republic of Germany, conducted three-year craftsmen-oriented courses in mechanical, electrical and automobile trades. In addition, there was a Vocational Training Centre in Lafole (VTCL), which conducted craftsmen courses in mechanical, plumbing, automobile, electrical and wood-working trades but also other technical schools on industrial education in 1970s.

The Ministry of Energy and Water Resources is committed to enhance the capacity of the technician in water sector through establishment of technical vocational institute on water sector to support the vulnerable communities to adverse effects of poverty which is largely contributed by lack of appropriate skills to engage in efficient and diversified income generation production systems. In Somalia, unemployment creation is slow and inadequate to absorb the high number of youths looking for employment opportunities therefore it is absolutely necessary to promote young professionals by building their technical know-how and skills in water education include technical and vocational abilities impart the youth with capabilities, resources and opportunities for pursuing individual and household economic goals.

Weak institutional structures limit the provision of skills causing individuals’ ability to deal effectively with the demands and challenges of everyday life to be adversely affected in particularly the water education sector in Somalia where many technicians in water and related field opportunities are urgently required to develop affordable system for water supply, engineering and management.

Majority of youth did not get opportunity to study and achieve their dreams and this indicates that significant number of youths and with limited access to education and skill trainings. Thus, lack of technical vocational schools resulted in deteriorating the existing unemployment rate, insecurity and caused social problems. Currently the majority of the youth have limited knowledge and skills to enhance their employability (self or paid) and productivity. It is recognized that chances of gainful employment are enhanced by acquisition of employable skills.

Technical and vocational education and training (TVET) in Somalia is a critical issue of the socio-economic development of target communities. It has been recognized that acquisition of skills results in enhancing communities’ ability in battling poverty and social exclusion in favour of self-employment. By spreading know-how, it inspires innovation and works to curb unemployment, especially among marginalized population in conflict and post-conflict countries.

Building the skills of water professionals (management, technical, research and development) is quite urgent. In particular, vocational skills to ensure water sector service delivery are almost entirely lacking in Somalia.

The main objective is to support establishment of vocational institute and development of curricula on Water Management to enhance the capacity of technicians in water and related fields for sustainable integrated water resources management to deliver programmes at educational and vocational institutes on water resource management and technical delivery including support for vocational training for selected professionals and communities (existing and new Water User Associations), operation and maintenance of water resource infrastructure, and Integrated Water Resources Management (IWRM).

Specific Objective

  • to support specific initiatives in establishment of vocational institute on Water Education
  • to develop curriculum on vocational water management to enhance technical capacities of technicians in water sector
  • asses, prepare and analyse the technical specification requirement for the vocational water institute
  • to develop guidelines and procedures for the training specifications of water technicians
  • to develop, maintain and expand the training manuals of technicians in water and related sectors

The scope of the Consultancy work will include but not limited:

  • Analyse the current and historical backgrounds of Technical Vocational and Educational Training schools in Somalia
  • Provide technical support for establishing Technical vocational institute to deliver vocational water education in Somalia
  • Propose the appropriate in the need to develop curriculum for vocational water institute
  • Propose the to develop guideline and procedure for the vocational institute in water management
  • Consult and coordinate with the relevant government institution at all levels
  • Develop the roadmap for establishment of Vocational Institute for water sector
  • Present and submit the final report in the need to establishment of Vocational water institute

Timeframe of the Work: The duration of the assignment is 3 months. The control points of this contract are the deliverable mentioned below.

Expected key deliverables:

  1. An inception report with detailed workshop plan This is expected two weeks after signing the contract.
  2. A draft progress reports. This is expected one week after desk review and stakeholder engagement.
  3. A final report with clear roadmap and recommendation for establishment Vocational Water sector Institute.

Duty Station: Mogadishu, Somalia.

  1. Education:
  • The candidate should have Master’s degree in Economics, Water management, educations, Institutional development and any other related filed.
  1. Experience and Skills:

The candidate should also have the following expertise:

  • A minimum of 8 years of working experience;
  • A comprehensive understanding of with strong experience in developing and supporting institutional capacity development, vocational training institute, cross-sectoral linkages for undertaking the task mentioned in the scope of work;
  • Experience in conducting comprehensive assessments related to vocational training institute on water and environment in Somalia
  • Excellent interpersonal and teamwork skills
  • Good communications and presentation skills as well as computer literacy are required.
  • Knowledge of Somalia and work experience of undertaking similar studies in Somalia
