Consultancy Services to support the African Union Commission in

the Development of a Training Package on the

African Union Compliance and Accountability Framework

The GIZ APSA project is supporting the African Union Peace Support Operations Division (PSOD) in improving the professional standards in AU peacekeeping missions in compliance with human rights and UNSC Resolution 1325. In this regard, particular focus is placed on supporting the development and implementation of the AU compliance framework, which accounts for adherence of human rights and zero tolerance of sexual abuse. In order to effectively disseminate the compliance framework developed by the African Union Commission (AUC) and adopted by its Member States, a training package must be developed for standardized pre-mission and in-mission training of staff in African Peace Support Operations.

The GIZ APSA project in cooperation with the African Union is seeking an experienced consultant in the area of curriculum development to design and produce the abovementioned training package on the AU compliance framework.

  1. REQUIRED QUALIFICATIONS

Interested bidders who fulfil the following criteria can obtain the bid document from the office specified below starting from December 09, 2019, 8:30am on working hours or can request the document via an email address: pcc@giz.de

The consultant is expected to fit the following profile:

  • At least 5 years of experience in curriculum design
  • Proven experience in developing curricula for adult learners in Peace Support Operations and related fields
  • Understanding of Peace Support Operations, ideally in Africa
  • Knowledge of IHL and IHRL
  • Thorough knowledge of the African Peace and Security Architecture, the African Union, the Regional Economic Communities and Regional Mechanisms; previous work experience in one of these organizations is an asset
  • Strong command of the English language
