Qualification and Experience |
At least a post-graduate degree (Master’s or above) in educational planning, economics of education or related field of study. 5 years’ experience in the field of education and/or other related areas including operational and planning work in the education sector. Consultancy experience in undertaking education sector analysis, development of education sector plans or other related research; Excellent facilitation skills and communication skills in Somali and English with fluency in written and spoken Somali and English. Good analytic and report writing skills; Must have sensitivity to diverse opinions and issues arising from differing social and cultural perceptions. Ability to work effectively in teams. Experience working with government ministries, preferably the Ministry of Education and Development Partners. Must have willingness to travel and work in a challenging environment |

ANNEX 1 : Consultancy Terms of Reference
Education Sector Analysis & Education Sector Plan Development (2021-2024) for Ministry of education culture and Higher education federal government of Somalia
BACKGROUND
The Somali Government collapsed in 1991 and since then the country experienced varying degrees of instability and conflict. All sectors in the country have been adversely affected by more than two decades of instability. The Somali provisional constitution was endorsed in 2012 marking Somalia’s slow transition and start of recovery. Since 2012, the country has witnessed a marked shift in the political landscape with the formation of the Federal Member States (FMS): Jubbaland State, South West State, Hirshabelle State, Galmudug State and Benadir Regional Administration. Together with Puntland State and Somaliland, these four Federal Member States and Benadir Regional Administration, make up Somalia’s political landscape. The challenges that Somalia faces are complex, multifaceted and differ depending on the regional and state level contexts.
In 2017, the MOECHE undertook a sector analysis and developed ESSP 2018-2020 focusing on the critical education needs of the country in the short term as well as systems and capacity development set foundations for the development of a more enhanced sector plan in the coming years. As the current ESSP is expiring in December 2020, a new sector plan is needed in order to boost both access, quality and system strengthening of the education sector. The new ESSP which will be a full-fledged one is aimed at setting priorities and plans for Somalia’s education sector for the period of 2021-2024. The MOECHE together with the Federal Member States of Jubaland, South West, Hirshabelle and Galmudug will be carrying out Education Sector Analysis that covers the current three-year sector plan (2018- 2020) and the ESSPs development in each of the above FMS. This will involve the quantitative and qualitative analysis of a broad range of available data and literature on the sector.
Therefore, the MEOCHE together with Federal Member State – Ministries of Education seek competent, qualified and experienced education consultant(s) to support the Ministries in the respective member states and MEOCHE in ESA and ESSP development. The MOECHE and ESC selected Save the Children as Grant Agent to provide technical and financial support to the process of ESA and ESSP development.
Specific Tasks and Responsibilities
Under the overall leadership and technical guidance from the Lead Consultants, the consultant(s) is expected to provide assistance to MEOCHE, FMS MOEs and the ESC to undertake the following activities;
For the Education Sector Analysis (ESA):
Conduct desk review work and relevant data collection from the education sector for the sector analysis and sector plan preparation;
Closely work with the Technical Working groups (both federal and FMS institutions) and international consultants supporting this assignment.
Facilitate discussion meetings or workshops with regards to education data validation with the stakeholders including government, education partners, private education providers, schools, civil society etc
Collect up to date data/information, successful initiatives and lessons learnt from the education sector that will add value for the sector analysis;
Assist the analysis of the data gathered from the thematic areas (from pre-primary to higher education) into meaningful information that can inform the sector plan preparation;
Assist in drafting, reviewing and finalizing the sector analysis report;
The final ESA document is expected to be provided both in Somali and English languages;
For the Education Sector Strategic Plan(ESSP 2021-2024)
Assist to identify key priority areas based on the Education Sector Analysis;
Based on the identified key priorities, develop strategies and activities that can lead to achieve the key priorities;
Support in drafting an Education Sector Strategic Plan;
Facilitate stakeholder consultation workshops (MOECHE, ESC members, FMS, ESC members, donors, cluster partners, civil society groups, etc.) on the draft state level ESSP;
Support in the development of a realistic yearly Action Plan for the ESSP.
Duration of the Assignment
The Assignment will be Accomplished within 6 Months.
