Call for ISF partners in Somaliland

The International Solidarity Foundation (ISF) is launching a call for local implementing partners. The purpose of the call is to identify and select local partners to implement ISF 2022–2025 country programme in Somaliland.

ISF is a Finnish development organization, founded in 1970. It has a vision of a world where no women suffer from violence and nobody lives in poverty. ISF implements its vision by supporting women’s livelihoods and preventing sexual and gender-based violence, particularly female genital mutilation. ISF’s Theory of Changedescribes in more detail the change that it seeks to achieve to gendered constraints to women’s livelihoods and bodily integrity.

ISF’s operating model is based on partner-led development projects.ISF’s partners are diverse actors, including member-based private sector actors (e.g. cooperatives), local NGOs, small community-basedorganizations and networks/umbrella organizations. Partners can alsobe educational/research institutions, religious entities and/or multi-stakeholder consortiums. Selected partners must be registered and have operated in Somaliland for at least two years.

Partners are responsible for planning, implementing, monitoring and evaluating projects. In addition to supporting the ISF programme, the projects support partners’ own strategies.

Project ideas should be presented for four years (2022–2025) with a maximum budget of 150,000 euros per year. This ian indicativebudgetprovided only to facilitate the preparation of concept notes.Final budgets will be agreed during the project planning phase and can vary significantly from the indicative amount.

Interested partners should submit Concept Notes by 31 December 2020through a Microsoft Forms template. Incomplete applications and applications received after the deadline will not be considered.

We recommend that you prepare the Concept Note in Word before filling in the Concept Note template, as there is no opportunity to save drafts in the system. The questions are available here in PDF format.

In addition, the following documents should be sent by email toISFSOM@solidaarisuus.fi by 31 December 2020, with the title: “ISF partner selection in Somaliland – SUPPORTING DOCUMENTSName the attached documents clearly, including name of the organization and document content.

  • Registration certificate
  • Constitution (or similar document showing the mission, values and administrative structure of the organization)
  • Organigramme
  • List of board members (if applicable)
  • 2-3 relevant reference letters (one preferably from line ministry)
  • Two recent external audit reports
  • CVs of senior management staff (max 3)
  • List of relevant rules, regulations, policies and manuals (note: only list of documents – full documents to be requested for pre-selectedpartners)

ISF will pre-select partners and inform the outcome of the preselectionto all applicants in early 2021. Final selections will be done once ISFreceives a decision from the Government in Finland regarding its 2022–2025 programme funding, expected in December 2021.
